U.S. Establishment Births Rose 25.7%, but Jobs per Establishment Birth Fell 11.3%

Key finding: U.S. private-sector establishment births rose from 269,000 in Q4 2019 to 338,000 in Q4 2025. Jobs per establishment birth fell from 3.36 to 2.98.

The U.S. Bureau of Labor Statistics, or BLS, tracks establishment births.

Its Business Employment Dynamics data also show how many jobs are linked to those births.

In Q4 2025, there were 338,000 establishment births. They accounted for 1.006 million jobs.

In Q4 2019, there were 269,000 births. They accounted for 903,000 jobs.

Main Finding

The U.S. had 25.7% more establishment births in Q4 2025 than in Q4 2019.

Jobs linked to those births also rose. But they rose by only 11.4%.

So jobs per establishment birth fell 11.3%.

The rate went from 3.36 jobs per birth to 2.98.

The same trend appears in the latest one-year data.

Births rose 4.3% from Q4 2024 to Q4 2025.

Jobs linked to births stayed at 1.006 million.

Jobs per establishment birth fell 4.1%.

What the Data Show

This measure shows the number of jobs linked to each establishment birth.

It does not mean total jobs fell.

Total jobs linked to births were higher in Q4 2025 than in Q4 2019.

The change was in the number of jobs per birth.

An establishment is not always a new company or startup.

One company can have more than one establishment.

Method

RecurSave used BLS Business Employment Dynamics Table 8.

The table gives the number of establishment births. It also gives the jobs linked to those births.

Both sets of data are seasonally adjusted. BLS reports them in thousands.

The formula is:

Jobs linked to establishment births ÷ establishment births

RecurSave used this formula for Q4 2019, Q4 2024 and Q4 2025.

BLS counts a birth when an establishment first reports positive employment in the third month of a quarter.

It can also count an establishment that returns to positive employment after four straight third-month quarters at zero.

Limitations

This study does not explain why jobs per establishment birth changed.

An establishment birth is not always a new independent firm.

Jobs per establishment birth is a RecurSave calculation. BLS does not publish it as an official rate.

BLS can revise Business Employment Dynamics data.

Why the Finding Is Useful

Raw birth totals show how many new employer locations appear.

But they do not show how many jobs are linked to each birth.

Jobs per establishment birth adds that view.

It helps show whether jobs are growing as fast as establishment births.
